Schoolsay drugs alcohol and tobacco are available to the younger population a recent survey shows "The overall picture is that experi I mentation is beginning at younger ages and basically the same conclusion Dr Robert Dana from the University of Maine at Orono con cluded in his survey a few years said William Earle chemical health coordinator for School Union 51 survey had 99 questions to identify some of the risk factors that students thought were going on in the community and Earle said the Community Coalition Against Substance Abuse will look at different ways to coun teract the Manager Edward Gagnon WINSLOW Councilors encour aged by the possibility of state matching funds gave final approval Monday to involvement in a study of ways local communities can save money by working togeth er The council authorized Town Manager Edward Gagnon to spend up to $10000 on the study which has so far failed to gather the sup port of any other local community but Waterville At the meeting Gagnon told coun cilors he had just learned the state will be making funds available for the type of study Winslow is propos ing under a matching system where towns would pay 20 percent and the state 80 percent Maine Gov Angus King seems enthusiastic about encouraging cooperation and consolidation among state communities Gagnon said putting some state funds where his rhetoric has been and Gagnon said In the past Gagnon has noted local municipalities already cooper ate successfully on some aspects of solid waste disposal and on mutual aid arrangements for fighting fires He has suggested more coopera tive opportunities may exist in ser vice areas including General Assistance code enforcement police fire and public works Winslow and Waterville have tried to initiate a joint fire service study in recent months but have had little success convincing other local municipalities to back it Part of the problem seems to be a general lack of interest in doing any thing other than improving current mutual aid arrangements for fire fighting Gagnon said If the study is to accomplish any thing it must focus on areas of cooperation that are priorities with every community Gagnon said Chairman Roland Michaud noted the study has since been broadened into a more comprehen sive review of cooperative possibili ties Michaud said Winslow stands ready to meet with other communi ties at their convenience hope this will save us some tax dollars a move in the right direction I Michaud said The council gave final approval to a Evaiuatidn and Transition designed to promote access to municipal services and programs for disabled persons Adopting such a plan is one requirement of a $330000 state grant the town received in August to assist the Crowe Rope expansion The council also a plan to lease the old library to the Congregational Church in exchange for all maintenance and utility pay ments connected with the building The alternative would have been to appropriate between $3000 $5000 for the upkeep of the building In other business councilors held a first reading on a resolution to abate $7448 in back taxes that have been deemed uncollectible Readfield drug bust yields marijuana grown in large Somerset operation By ALAN CROWELL near the base when found and Staff Writer were as large as 15 inches by late READIELD our law enforcement agencies swooped down on a Readfield home Monday in a drug bust that resulted from the discovery of marijuana plants measuring as much as 15 inches in circumference Alan Wagner 46 was arrested about 4 pm at his Lewis Road res idence About 1H pounds of marijuana and $2500 in cash were found at the home Sgt Randall Libert of the Kennebec County Office said Monday night Wagner surrendered without incident The Readfield man faces charges for drug trafficking for the marijuana found at his house as well as his alleged involvement in a large and sophisticated grow operationjnwestern Somerset County Detective Sgt Carl Gottardi HI of the Somerset County Sheriffs Office said Monday night that Wagner has been charged by his agency with trafficking in excess of 2 pounds of marijuana Marijuana seized from a grow
